Romans 13 Bible Study: Living Under Authority and in Love
Welcome back to our Romans Bible Study here on Living for the Christ!
In Romans 12, Paul showed us how to live transformed lives through humility, service, and love. Now in Romans 13, Paul turns to two big topics:
- How Christians should relate to governing authorities
- How love fulfills the law
This chapter reminds us that following Christ impacts every area of life — including how we live as citizens and how we love our neighbors.

Romans 13:1–7 – Submitting to Authorities
“Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God.” – Romans 13:1
Paul’s teaching was radical. He was writing to believers in Rome itself, the center of the empire. Roman authorities weren’t always friendly toward Christians, and persecution was a looming reality. Yet Paul still tells them: respect and submit, because ultimately God is sovereign.
That doesn’t mean blind obedience. When human laws directly contradict God’s commands, we must obey God first (Acts 5:29). But in general, Christians should strive to be model citizens — honest, respectful, and peaceable.
“Pay to all what is owed to them: taxes to whom taxes are owed, respect to whom respect is owed, honor to whom honor is owed.” – Romans 13:7

Romans 13:8–10 – Love Fulfills the Law
“Owe no one anything, except to love each other, for the one who loves another has fulfilled the law.” – Romans 13:8
Paul shows us that the highest “debt” we owe is love. Every command God gave points back to loving Him and loving others.
“The commandments… are summed up in this word: ‘You shall love your neighbor as yourself.’” – Romans 13:9
This means Christianity isn’t just about “not doing bad things” — it’s about actively doing good. Love is not passive; it requires action.
“Love does no wrong to a neighbor; therefore love is the fulfilling of the law.” – Romans 13:10

- Love in your family: Serve and forgive even when it’s hard.
- Love in your workplace: Be fair, honest, and encouraging.
- Love in your community: Look for ways to help, even small acts of kindness.
- Love in your church: Build others up instead of competing or comparing.
Romans 13:11–14 – Living in the Light

“The hour has come for you to wake from sleep. For salvation is nearer to us now than when we first believed.” – Romans 13:11
Paul calls believers to urgency. Each day is one step closer to eternity, so we can’t live like we’re asleep spiritually.
He contrasts two ways of living:
- Night / Darkness: sin, selfishness, hidden living
- Day / Light: holiness, readiness, visible witness
“So then let us cast off the works of darkness and put on the armor of light.” – Romans 13:12
“But put on the Lord Jesus Christ, and make no provision for the flesh, to gratify its desires.” – Romans 13:14
This means intentionally clothing ourselves with Christ — His mindset, His example, His Spirit guiding our actions.

- Pray for your leaders (even those you don’t agree with).
- Choose love first — ask daily, “How can I love my neighbor today?”
- Live with urgency — don’t wait to grow spiritually or mend relationships.
- Clothe yourself with Christ — invite Him into your thoughts, words, and actions.
